【摘要】The Securities and Futures Commission (SFC) has begun soliciting public comments on a draft set of guidelines - Draft Guidelines on Disclosure of Inside Information - published in parallel with the government\'s consultation on PSI disclosure. The draft guidelines are intended to help listed companies comply with the proposed statutory rules on PSI disclosure, and aim to explain what constitutes \'inside information1 and how the proposed \'safe harbours\' would apply. As the proposed definition of \'inside information\' is the same as that of \'relevant information\' used in Hong Kong\'s existing insider dealing regime, the guidelines quote decisions of Hong Kong tribunals reached previously on insider dealing.
